Existing stockpiles would probably be used for range practice, if not most likely burned, it is easier paperwork wise to just destroy it.

Soft body armor will stop handgun ammo both ball and HP so it doesn't really matter, and good plates will stop everything short of .50 BMG. You train failure to stop drills with your pistol for a reason.
Thank you for the reply. I was wondering about the NATO spec since, AFAIK there is no NATO member issuing HP ammo so didn't know if our new HP ammo would be "authorized" so to speak therefore would NATO spec even be a consideration? Plus it seems like NATO spec 9x19 runs a little hotter than our commercial 9x19 so I thought that might be the case with the HP if that specification would apply.
