Quebec is the Province (State) and Montreal is the city. Quebec is just a mess with the French language police making fines for English businesses. The young people wanting to separate from Canada. The Money getting pumped into the province to keep it afloat. IT is quite something.
Most of the military bullshit is in Quebec for no reason. The Base where basic training is done is in Quebec. The submarine escape trainer is in Quebec while the subs are in Nova Scotia and British Columbia. The factory that makes all the uniforms is in Quebec. All just politicians pandering to the whining french.
