To be fair, nothing much changed in the USSR save for the titles held by communist leaders. They went commercial. KGB agents entered companies and held prominent positions, at the board room, when a technology was desired by a certain company, the embedded KGB agents asked how much are you willing to pay for thsi technology? Then if the pay was enough the KGB went to work and stole opr bought that technology from the west and provided it to the company. The mil leadership was the same before and after the "fall" of the USSR. They still had and have a huge navy, a few thousand more nuclear warheads than we do, and their current weaponry is far more advanced than given credit for.
