    Comrade Maobama changes definition of a firearm manufacturer

    Taking a rifle to the 'Smith to have the barrel threaded? Your gunsmith is now considered a manufacturer and is subjected to firearm manufacturer fees and licensing thanks to 0bammy's new Executive Order. Yet another thorn thrust into the side of the people of the gun by this administration. In summary, a manufacturer now includes anyone using any "special tooling or equipment" or any machining to modify an existing firearm. Common practices like barrel threading, rechambering, and shortening a barrel are now considered manufacturing. Additionally, the thousands of firearm accessory companies in the United States are now firearm manufacturers by default - even if they only make triggers and or butt stocks.

    Registration Required

    Manufacturing:
    In response to questions from persons engaged
    in the business of gunsmithing, DDTC has found in specific cases that
    ITAR
    registration is
    required
    because the following activities meet the ordinary, contemporary, common
    meaning of “manufacturing” and, therefore, constitute “manufacturing” for ITAR purposes
    :
    a)
    Use of any special tooling or equipment upgrading in order to improv
    e the capability
    of assembled or repaired firearms;
    b)
    Modifications to a firearm that change round capacity;
    c)
    The production of firearm parts (including, but not limited to, barrels, stocks,
    cylinders, breech mechanisms, triggers, silencers, or suppresso
    rs);
    d)
    The systemized production of ammunition, including the automated loading or
    reloading of ammunition;
    e)
    The machining or cutting of firearms, e.g., threading of muzzles or muzzle brake
    installation requiring machining, that results in an enhanced capa
    bility;
    f)
    Rechambering firearms through machining, cutting, or drilling;
    g)
    Chambering, cutting, or threading barrel blanks; and
    h)
    Blueprinting firearms by machining the barrel.

    This has nothing to do with normal FFl's/gunsmiths. It's fear mongering click-bait .

    IF you can't understand what it says, take the whole thing to a lawyer and have them translate it for you- this is what sites like that prey upon , they take bits and pieces of something and make an article that they know will get hits. 90% of the comments are mouth breathers anyways.




    Your everyday gunsmith does not meet the criteria of "manufacturing" for this reason , BUT if he got a license and started producing Semi and Full auto PKM receivers/barrels using parts from imports then he would need to .





    That site takes so much out of context you'd think it's fox news.

    I agree with the click-bait aspect, but I also did read the whole requirement letter since I was skeptical. Most typical gunsmithing services are not affected, but threading a barrel all of a sudden being considered manufacturing?

    This will be another EO that will swirl in the toilet for a little so Obongo can say he contributed to gun control.
