Just read a rumour that the idea to do this was taken from an isis playbook.

No, not isis, crack head. A local homeless black man who has a long criminal history as a drug user (crack) lit the fire. They have him under arrest and have over a $200,000 bond on him. Still in the can and will probably stay there until trial.
