I think this is a lot of saber rattling, and nothing else. Crazy Kim knows that if he starts a war, then that would be the end of him and his regime. Sure, he might be able to inflict a lot of casualties in South Korea, but once the US is able to mount a counter attack; then it will be over in a matter of weeks.
