    Illinois State Official: "We Are In Massive Crisis Mode, This Is Not A False Alarm"
    As reported previously, the state Transportation Department said it would stop roadwork by July 1 if Illinois entered its third consecutive fiscal year without a budget - the longest such stretch of any US state - while the Powerball lottery said it may be forced to dump Illinois over its lack of budget. For now, state workers have continued to receive pay because of court orders, but school districts, colleges and medical and social service providers are under increasing strain.

    And yet, despite the sharp selloff in Illinois GO bonds which some had expected could force the two sides to reach a bargin, neither the Democrat-led legislature, nor Republicans governor Bruce Rauner appear closer to a consensus. Which probably explains today's Associated Press "shock piece" exposing just how serious the situation could become in under two weeks absent a resolution. It focuses on state Comptroller Susana Mendoza - who has had the unenviable job of essentially sitting at the kitchen table trying to figure out how to pay the bills - who is warning that the previously discussed new court orders in lawsuits filed by state suppliers that are owed money mean her office is required to pay out more than Illinois receives in revenue each month. That means there would be no money left for so-called “discretionary” spending - a category that in Illinois includes school buses, domestic violence shelters and some ambulance services.

    “I don’t know what part of ‘We are in massive crisis mode’ the General Assembly and the governor don’t understand. This is not a false alarm,” said Mendoza, a Chicago Democrat.

    Easy fix, make Chicago its own city state, the rest of the state will flourish, and according to many Chicago people, Chicago doesn't need the rest of the state, so it's a win win for everyone.

    Hopefully the US taxpayer won't have to bail them out. This is a classic example of why public sector unions should not support unsustainable government spending.

    That whole state is corrupt. Just imagine all the tolls on the States highways and even in the city of Chicago itself... Where is all that money going? There's gotta be thousands of tolling places and it ain't cheap. It's gotta be one of the biggest hubs of traffic in the US.

    Public sector unions shouldn't exist. It should be unlawful to form one. No one is there to truly counter them. Private is fine, You have the employer as a counter weight.

    There isn't a toll south of Joliet, tolls are only in Chicago and its crony counties

    I have never understood the liberal push for private sector unions. They want the state to supply all our needs because the state is the only entity responsible and trustworthy enough to handle this task fairly, but they don't trust government to pay those who work in government fairly. They talk out both sides of their mouths on this.

    Comptroller Susana Mendoza's office earlier in the week had offered to pay an additional $150 million per month, but the plaintiffs rejected it, saying it wasn't enough. The $150 million would have only cost the state $75 million because of the federal match, and Mendoza's office said that was all the state could spare while meeting other demands.

    Now, Mendoza said Friday's ruling would cause her to likely have to cut payments to the state's pension funds, state payroll or payments to local governments. Payments to bond holders won't be interrupted, she said.


    "As if the governor and legislators needed any more reason to compromise and settle on a comprehensive budget plan immediately, Friday's ruling by the U.S. District Court takes the state's finances from horrific to catastrophic," Mendoza said in a statement. "A comprehensive budget plan must be passed immediately."

    In court arguments Wednesday, patients' attorney David Chizewer likened the situation to a misbehaving child provoking a frustrated parent.

    "What they secretly want is for the parent to step in and stop the behavior," Chizewer said. "I think the state is asking the court to step in."
