This part doesn't make any sense. IF they know these camps are training camps for terrorists, then why are they NOT shutting them down? Or are they going to wait until after an attack before they make their move?

I think the problem is that they don't have enough evidence to prove that they're actually plotting an attack. For example, target shooting isn't a crime, and neither is spewing extremist rhetoric. Hopefully they FBI has informants in these groups, and that the NSA is listening to all of their communications.
