Should I lube the gas valve on the Yugo SKS?

Is this a part that should be oiled?

The reason I ask this is I was wondering if oiling that valve could have a reverse effect and gunk up over prolonged shooting?

no very much. if you get too much oil in the gas tube it will spray out in your face when you fire it. Speaking from personal experience with my norinco sks.

You don't oil the tube but the little valve can take a bit to keep it functional - but this is just a tad and leave it.

On my Yugo sks I put a drop of 3in1 oil on the gas valve. No problems from mine.
