This happens at least once a year or so at least and always seems to make the news as a "shocking new thing".

Yes, it is technically illegal in most every state. Most government officials are smart enough not to touch it with a 10 foot pole and just leave the kids the hell alone.

Half the time it's some neighbour who calls the cops, which pretty much guarantees it to become a problem.
