UN starts talks on global arms trade treaty

UNITED NATIONS — The United Nations began negotiations on a legally binding treaty aimed at regulating the global arms trade to help prevent the illegal transfer of guns that kill and injure thousands of people every day.

The General Assembly first voted in December 2006 to work toward a treaty regulating the growing, multibillion dollar arms trade. Last December, the 192-member world body decided to hold a four-week U.N. conference in 2012 to draft an arms trade treaty, and it authorized four preparatory conferences — the first of which began Monday.

There are currently no legally binding international rules governing the trade in conventional weapons, and treaty supporters say gaps and loopholes in national regulations allow thousands of weapons to end up in conflict zones in the hands of serious human rights abusers.

Though only Zimbabwe voted against going ahead with negotiations, the idea of a treaty is contentious.

Argentina's U.N. Ambassador Roberto Garcia Moritan, chairman of the preparatory process, said "there is a very strong gun lobby that is very vocal sometimes." That lobby is especially strong in the United States, where the Second Amendment to the U.S. Constitution guarantees citizens the right to "keep and bear arms."

Garcia stressed that a treaty would not hinder the right to produce, export or import arms — but it is aimed at ensuring common international import and export standards to prevent illegal trafficking.

While such a treaty would not "solve all problems," he said, it would provide guidelines for buying and selling arms so the weapons couldn't be used to fuel events like the 1994 Rwanda genocide, where weapons were sold after the killings began.

The Control Arms Campaign, an international network of civil society groups including Amnesty International and Oxfam, urged negotiators to draft "a robust and effective treaty" that saves lives. It said 128 armed conflicts since 1989 have resulted in at least 250,000 deaths each year.

According to the preparatory committee's agenda, the 192 U.N. member states will be considering "the elements that would be needed to attain an effective and balanced legally binding instrument on the highest possible common international standards for the transfer of conventional arms."

Garcia said the negotiations would govern not only guns but the sale of fighter planes, unmanned aerial vehicles, missiles and light weapons.

The U.N. adopted a program of action in 2001 on controlling the arms trade which is not legally binding but which Garcia said many countries adhere to. Among other things, it requires countries to report what they are doing to prevent the illicit trafficking of small arms and light weapons.

Garcia said, for example, that he would like to see strong measures in a treaty on the marking of guns so illegal weapons can be traced.

This will do nothing to stop rouge nations from purchasing on the ligitimate market and selling on the black market. I believe someone referred to it as a "grey market" in guns.

Understanding the United Nations and US Gun Control

On Monday, June 28, 2010, The Supreme Court reaffirmed the Second Amendment during the trial of McDonald vs. Chicago. The 5-4 ruling confirmed that neither a state nor city, acting under a grant of authority from the state, could deny a person the right to possess a firearm. This was seen as a victory for gun rights activists, but with the United Nations Small Arms and Light Weapons (SALW) treaty looming in the near future, this fight is far from over.

The U.N. program of action concerning SALW includes restrictions on the manufacturing, storing, transferring and possession of firearms and ammunition if it is not adequately marked. It ensures that once SALW’s program is enacted all licensed manufacturers must apply a unique marking identifying the country of manufacture, manufacturer and serial number of the weapon. Weapons that lack this unique marking that are confiscated, seized or collected will be destroyed. These restrictions will be enforced on a national, regional and global scale.

Once the treaty is signed, if you happen to own a gun that was manufactured without this “unique marking,” you are in violation of the law and must turn over your weapon to authorities. This includes guns that were obtained legally. With gun laws in the U.S. that already place many restrictions on the sale of personal firearms, the adoption of this treaty would further infringe on the Second Amendment of the Constitution. When the founding fathers of the U.S wrote that, “A well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed,” they made no mention of unique markings.

John Bolton, US Representative to the UN under the George W. Bush administration, says, “The [Obama] administration is trying to act as though this is really just a treaty about international arms trade between nation states, but there’s no doubt--as was the case back over a decade ago--that the real agenda here is domestic firearms control.”

The U.N.’s reasons for planning to draft stricter gun laws in the future are mostly related to stopping the illicit trade of small arms and light weapons. However, the President of the Conference on the Illicit Trade in Small Arms and Light Weapons, Camilo Reyes Rodriguez of Colombia, in July 2001, stated his disappointment on the “inability to agree… on language recognizing the need to establish and maintain controls over private ownership of these deadly weapons and the need for preventing sales of such arms to non-State groups.” Rodriguez said that these steps were “two of the most important.”

The U.N. shows “overwhelming support” for such measures, according to Rodriguez. The U.N. claims these gun laws would help to lessen gun violence, but statistics foretell a different outcome. A survey by the Behavioral Risk Factor Surveillance System (BRFSS) in 2001 found that the top three states with the most gun ownership in America were Massachusetts, Connecticut and Kentucky (in descending order). Another study, by Statehealthfacts.org in 2002, ranked the states with the least gun related deaths per 100,000 people. Hawaii had the least gun-related deaths followed by Massachusetts and Connecticut. The District of Columbia had the most gun related deaths and conversely the least amount of guns owned.

Worldwide gun-related deaths also don’t show any support for more restrictive gun laws. The Eighth United Nations Survey on Crime Trends and the Operations of Criminal Justice Systems in 2002 found that South Africa, Columbia and Thailand topped the list of countries with the most murders by firearms per capita. Yet when 178 countries were ranked in descending order by which had the most civilian firearms per 100 people, South Africa came in 50th place, Columbia was 91st and Thailand was 39th.

You can’t argue that stricter gun control and fewer guns owned by citizens would diminish gun violence when looking at the facts. If a country were to confiscate its citizen’s guns by national law, it would leave guns in the hands of only the government and criminals. I’m not sure which group is more terrifying. When criminals are the only people who possess handguns, law-abiding citizens are powerless to defend themselves. This makes non-criminals easy targets and gun crimes rise respectively.

This was proven to all countries when England enacted a ban on ownership of handguns in 1997. Two years after the gun ban had gone into effect the Countryside Alliance's Campaign for Shooting found that the use of handguns in crime had risen 40%.

David Bredin, the director of the campaign, said, “It is crystal clear from the research that the existing gun laws do not lead to crime reduction and a safer place.” The reason stricter gun control did not mean less violence, the campaign concluded, was “existing laws are targeting legitimate users of firearms rather than criminals.”

If gun control does not coincide with a safer society, then the U.N. has no ground for declaring controls on private ownership would help solve the illegal trafficking of firearms. In fact, if prohibition taught us anything, it is that restrictions do not decrease demand, but only cut supply. When supply drops and demand stays the same, prices rise and incentives lead to added underground crime rings. The U.N. should drop the gun laws, pick up some history books and take a few notes. Maybe then they could focus on something useful like stopping Iran’s nuclear program.

Movement on the U.N. Gun Ban

Mexican President and Chicago Mayor call for end of U.S. Sovereignty.

Colorado -–(Ammoland.com)- A storm of liberal anti-gun opinion is swelling to force international anti-gun policies on American citizens as NAGR continues the fight to protect the Second Amendment from international gun grabbers.

Recently we reported that Secretary of State Hillary Clinton and the Obama Administration are pushing for Senate ratification of the United Nations’ “Small Arms Treaty.” The National Association for Gun Rights has taken the lead on stopping this end-run around the Constitution by contacting millions of Americans about this impending threat to their liberties, and working with principled leaders in Washington, D.C. to build a bulwark against the treaty.

NAGR has been the lead organization in opposition to the Small Arms Treaty, conducting high-level meetings with Congressional leaders and delivering hundreds of thousands of signed petitions to members of the U.S. House and Senate, demanding the United States oppose this treaty.

Recently, NAGR Executive Director Dudley Brown met with U.S. Senator Jim DeMint (R-SC) to lay out strategic plans to defeat this threat to our constitutional liberties. United Nations working groups are meeting this summer to outline the language of the next “Small Arms Treaty” which is virtually assured to include extensive bans on handguns, semi-automatic rifles and rifle ammunition. The U.N. is planning to vote on the Small Arms Treaty in 2012, and international and local liberals are lining up in support of selling American sovereignty to buy international favor.

In order to prepare the ground work for a treaty that is sure to be a full scale attack on our right to keep and bear arms, national and international gun banners have begun the siren call of international safety over American rights.

These internationalists have the gall to stand before Congress and demand that the United States disregard the Constitution for the good of global society. Mexican President Felipe Calderon addressed a joint session of Congress and demanded that U.S. lawmakers ban so-called “assault rifles” to stop crime in Mexico. President Calderon is powerless to stop the ruthless drug cartels that are destroying his country, yet he is demanding that the U.S. ban your semi-automatic hunting rifles.

Calderon went on to use the well of the U.S. House of Representatives to blame the rampant violence in Mexico on the 2004 repeal of the Clinton/Feinstein assault weapons ban.

While it may seem unlikely that a renewal of the 1994 assault weapon ban would be passed by the full Congress, ratification of the UN gun ban would only take a majority of U.S. Senators to pass. This is why NAGR has placed the UN Gun Ban as its highest priority for 2010.

Not long before Calderon’s outrageous comments before Congress, Chicago Mayor Richard Daley joined the chorus to subjugate American interests to the whim of international favor.

In the face of the Supreme Court overturning Chicago’s handgun ban and after being rebuffed by the high court in his $433 million lawsuit against gun manufacturers, Daley wants the World Court to supersede U.S. law in firearms cases.

In April, Daley convinced dozens of mayors, including Mexico City’s, to join him in petitioning the World Court to overturn U.S. regulations protecting firearms and firearms manufacturers.

Gun banners like Hillary Clinton and Barack Obama know the American people don’t support European-style gun bans. They’re hoping to subvert the American people and the electoral process by using international agreements like the UN Small Arms Treaty to achieve their anti-gun ends.

In Unreal Session, U.N. Promises to Press Ahead with Arms Trade Treaty

The First Committee of the United Nations General Assembly, which focuses on disarmament and international security, has for the past month been hearing statements from U.N. member states, U.N. officials, and NGOs on a wide range of subjects, from outer space to chemical and biological weapons.

But a central focus of many statements is the U.N.’s proposed Arms Trade Treaty (ATT). The supposed purpose of this treaty is to establish “common international standards for the import, export and transfer of conventional arms.” The U.S. agreed to participate in the negotiations on the ATT on October 14, 2009, but only if the negotiations were conducted on the basis of consensus. The Administration hopes this will “ensure that all countries can be held to standards that will actually improve the global situation.”

Someone please inform the good Ambassador that the US no longer has this amendment. If it did I would be able to purchase my dream weapon, an FNH P90, but my government tells me I can't.

And yes, voting this Tuesday is important if nothing else than to send a big message that we are tired of what is going on with our former of the people, by the people and FOR the people.

I'm not sure the pres would sign it before election, but you never know. They claim that it will not have any effect on US gun owners and only deals with trade, but I have a feeling that's lip service. Besides, many of the parts/guns I want come from overseas.

The UN Arms Trade Treaty sprang (http://www.armscontrol.org/act/2004_11/British) from an initiative by then Foreign Secretary Jack Straw in September 2004. Impelled, perhaps, by the irony of being part of a Labour government that was presiding over wars in Iraq and Afghanistan, the treaty Straw called for will likely be adopted in July 2012. Today, British NGOs are among the treaty’s most vociferous advocates, with Oxfam calling with monotonous (http://t.co/6isXzL7F) regularity (http://t.co/4Jsf01Rq) for a “bulletproof Arms Trade Treaty.”

It makes sense, honest nations would abide by the treaty leaving the world ripe for pickings by armed dictators who are happy not to care about what the UN thinks or does.

Also, as for the idea that firearms kill and main thousands, using the same words, ban automobiles as they do a far better job.

I would be so happy to see the wrecking ball taken to the UN headquarters minutes after we kick them out of this country.

And second amendment concerns "will likely scuttle it"??? Does this mean our second amendment would over ride the UN treaty??? And if so, WHY CAN'T I BUY AN FNH P-90?????

Washington, DC --(Ammoland.com)- Congressman Joe Walsh (R-IL-8) on Dec. 7 introduced the Second Amendment Protection Act (HR-3594) with 20 co-sponsors, a measure that would cut off all funding to the United Nations if the United States agrees to any treaty that infringes on the constitutional rights of American citizens.

In a letter to his colleagues seeking additional co-sponsors in the House, Walsh noted that “The United Nations has been trying for almost a decade now to move forward with the Arms Trade Treaty (ATT). This treaty poses a very real threat to the sovereignty of the United States and to our right to keep and bear arms—and this treaty is now moving forward with the support of the current administration.”

If the story plays out as outlined in the article, and some other country tries to get reparations from the US because someone used an M16 to commit a crime, I would guess that if obama-messiah wins a second term, that he would be glad to pay reparations, but hopefully we will have someone else in office who would be happy to tell the people in that monolith in New York that they have one month to vacate the building before demolition begins. And demolition will begin regardless as to whether they vacate or not when told to leave.

HR 5846 - The Second Amendment Sovereignty Act

Representatives Ben Quayle (R-AZ) and Denny Rehberg (R-MT) have introduced HR 5846 - the Second Amendment Sovereignty Act - which is intended to counter the UN's proposed Arms Trade Treaty. During the Bush Administration, the US actively worked against this treaty as they felt it violated the Second Amendment rights of its citizens. The Obama Administration, by contrast, is a willing participant in this effort.

Many of you may have seen here and elsewhere that many Senators (inluding some Democrats) have stated their opposition to the ATT. That may be all well and good but as one of the most lobbied, influenced (bought & paid for) groups, do you really expect to hold them to that?

Who would have thought that a Supreme Court Justice that most of the "experts" thought would vote one way ended up being "influenced" to vote the other way? Don't say it can't happen!!

I had to read that several times and still can't believe that our government did the right thing!Last month 58 Senators had signed a letter stating they would not viote for the ATT and some pof them personally advised him not to sign it. It was dead in the water before it even got off the ground. Fear not, now the Resident of the White House has stated that if you are not in the Army and if you have an AK47 you must be a criminal. After all you do not need a high powered rifle that sprays hundreds of rounds per minute for hunting a deer.

I figured it out!!! There is a way to help other countries who think they have too many weapons. SEND THEM HERE!!! Get ATF the heck out of making legislation, specifically legislation that bans imported firearms that don't meet their imagined sporting purpose clause of their unconstitutional doctrine. I would be more than happy to see people like me trying to figure out which version of Russian Red wood color on a real deal AK or AKM or AK-74, with out worrying about some unconstitutional law saying that my constitutional rights can be violated.

Let the Valmets, Galils, FAMAS, and all the great weapons that other countries don't want flood the shores of we the people who shall not be infringed.

No I am not smoking anything, just dreaming of what life would be with a government of the people, by the people and for the people.

NEWTOWN, Conn. — In late August, an umbrella organization of 23 separate U.N. agencies known as the Coordinating Action on Small Arms (CASA) adopted the first portion of International Small Arms Control Standards (ISACS). The ISACS text is made up of 33 separate modules, some 800 pages in total. So far, eight modules have been adopted as the result of a process begun in the spring.

An Experts Reference Group (ERG), which included a small number of professionals with firearms experience, including Richard Patterson, managing director of the Sporting Arms and Ammunition Manufacturers Institute (SAAMI), provided constructive criticisms on the first draft text of these modules. A second draft, however, revealed that numerous issues identified by the ERG had not been addressed, a fundamental violation of the legitimate standard-setting process.

Diplomacy inbox fills up as U.N. awaits U.S. presidential vote

UNITED NATIONS (Reuters) - As the United States prepares for a presidential election next month, thorny diplomatic issues like an arms treaty, the Palestinians' U.N. aspirations and talks on banning weapons of mass destruction in the Middle East have had to wait.

For months, U.N. officials and diplomats have complained privately that discussions at the United Nations aimed at resolving a range of problems have been delayed until after the November 6 election in which President Barack Obama, a Democrat, faces off against Republican contender Mitt Romney.
