California: Long Gun Registration Bill Still Pending Consideration

Friday, August 06, 2010

Please Continue to Contact the Members of the Senate Appropriations Committee!

Earlier this week, Assembly Bill 1810 was placed in the suspense file by the Senate Appropriations Committee. However, AB1810 could be resurrected in a special hearing next week.

It is imperative that you start calling the Senate Appropriations Committee IMMEDIATELY and urge them to OPPOSE AB1810.

AB1810 would establish a registration system, similar to the one currently in place for handguns, for all newly-acquired long guns. Under AB1810, the make, model and serial number of the firearm as well as the identifying information of the purchaser would be recorded and kept on file by the California Attorney General’s office.

If AB1810 were enacted, violent criminals would continue doing what they do now – obtain firearms through illegal means. This bill would not decrease crime but will rather have disastrous effects on the already financially unstable Golden State. AB1810 would impose additional burdens on California’s taxpayers to maintain the registration system as well as on the state’s licensed firearms dealers, small businesses who already deal with extensive business requirements.

One simply needs to look at Canada, a nation with draconian firearms registration, to see the results – billions in cumulative administrative costs, annual cost overruns, no clear substantiation of public safety benefits, unjust prosecution, and a bureaucratic complexity that daunts those willing to comply. Ironically, California is considering a new registration scheme as Canada is considering doing away with its system.

Please continue contacting the members of the Senate Appropriations Committee and respectfully urge them to oppose AB1810. Contact information for the committee can be found below.

California Moves Closer to Banning Open Carry & Registering All Long Guns

Keep The Pressure On Stop Ab 1810 & Ab 1934.

Sacramento, Ca --(Ammoland.com)- Keep the pressure the legislature on AB 1810 and AB 1934.

Voice your opposition!

Both of these bills have made their way to the Senate, and the time for you to act is now! Use the CRPA website to CONTACT YOUR SENATOR TODAY and urge defeat of these bills!

AB 1810 RIFLE AND SHOTGUN REGISTRATION
AB 1810 SUMMARY: Applies the same regulations relating to the reporting and retention of records for handguns to long guns, as specified. Specifically, this bill conforms reporting and record retention provisions in order that transfers and information reporting and retention requirements for handguns and firearms other than handguns are the same.

AB 1810 requires registration of rifles and shotguns in the same way handguns are now registered in California. Under current law, the information collected at the time of purchase of a rifle or shotgun (serial number, make, and model) is destroyed after the background check is completed. AB 1810 will require that the make, model, and serial number of the firearm, as well as the identifying information of the purchaser, be recorded and kept on file by the California Attorney General’s office. AB 1810 will also impose additional costs on firearms owners to maintain the registration system as well as on the state’s licensed firearms dealers and small businesses who already deal with extensive recordkeeping requirements

Assembly Member Feuer, the author of AB 1810, claims that the registration of rifles and shotguns will help law enforcement track down criminals and persons prohibited from owning firearms. This logic is flawed. Studies have shown that violent criminals steal firearms to commit crimes and of course they do not comply with current law by registering their stolen handguns.

It is already against the law to possess a stolen firearm or to possess any firearm if you are prohibited from possessing a firearm by law. And most criminals file off the serial numbers on guns used in crimes. In truth, the only persons impacted by this unnecessary proposed law are law abiding citizens.

Gun Registry Bill Moves Forward in California

Columbus, OH --(Ammoland.com)- A gun registry bill in California is dangerously close to passage.

The U.S. Sportsmen’s Alliance sent out an action alert to California sportsmen earlier in the week on Assembly Bill 1810.

The bill, sponsored by Assemblyman Mike Feuer (D- LA), would require the state to keep registration information for all firearm transfers, including from transfers of commonly used hunting rifles and shotguns.

Current California law requires the state to keep a database containing information acquired from handgun transfers only. The information kept by the state includes the owner’s name and address as well as a description and serial number of the handgun. Under AB 1810, this same information would be kept for all firearms transfers.

“It’s bad enough that the state keeps personal information from handgun transfers,” said Jeremy Rine, U.S. Sportsmen’s Alliance associate director of state services.

“There is no compelling reason for Californians’ Second Amendment rights being further infringed through this legislation.”

Earlier this year, AB 1810 passed the California Assembly and, on August 12, the bill passed out of the Senate Appropriations Committee. The bill could now be voted on by the full Senate at any time.

Take Action! California sportsmen should immediately contact their state senators and urge them to oppose AB 1810. Tell them there is no justification for expanding the state’s registry to include all firearms transfers by law abiding gun owners.

Long Gun Registration – Last Chance to Kill a Bad Bill Before its the Law

http://www.youtube.com/watch?v=D0Npxho7NEw&feature=player_embedded

California --(Ammoland.com)- Legislation is pending on the California Senate Floor that would expand the current handgun registration law to long guns by requiring the CA Attorney General to permanently maintain a registry of ALL firearms purchasers.

Under the provisions of AB 1810 (Feuer), those who purchase or transfer a shotgun or rifle will be required to register that firearm by submitting their name, address, place of birth, phone number and occupation to the California Department of Justice. [a defacto registration of gun owners]

AB 1810 could come up for a vote on the Senate Floor at any time. Please help COHA stop AB 1810 by immediately submitting a letter of opposition to your Legislator and the full Senate.

AB 1810 (Feuer) – Long Gun Registration – OPPOSE
Please watch the above important video from Rob Olson, President of Delta Waterfowl and COHA Board Member regarding the possible impacts of AB 1810. Video Link

AB 1810 (Feuer/D-Los Angeles) proposes to expand the current handgun registration law to long guns by requiring the Attorney General to permanently maintain a registry of all firearms purchasers. Under the provisions of AB 1810 (Feuer), those who purchase or transfer a shotgun or rifle will be required to register that firearm by submitting their name, address, place of birth, phone number and occupation to the California Department of Justice.

Unfortunately, AB 1810 raced through the Assembly earlier this summer and is moving equally quick on the Senate side. The measure passed out of Senate Appropriations Committee in early August and is now headed to the Senate Floor, where it will come up for a vote in mid August.

COHA believes that AB 1810 is an extreme invasion of personal privacy masked as an important crime fighting tool. At this point, it is unclear whether or not California’s existing handgun registration law is helping to fight crime in any meaningful way. [But it is safe to assume that it will be no different in California than any where else in the world were it has not made a difference in crime]

Therefore, it is unnecessary to greatly expand the handgun registration law to include all firearms – particularly given that traditional sporting arms make up less than 10% of all firearms related homicides in California each year.

The California Outdoor Heritage Alliance (COHA) will continue to fight this intrusive and unnecessary measure on the Senate Floor. If you would like to assist COHA in defeating this bill in the Senate, please contact your Senate representative.

The Honorable YOUR STATE SENATOR

RE: AB 1810 (Feuer) – Oppose

Dear YOUR STATE SENATOR:

I am writing to oppose AB 1810 (Feuer), which would require the registration of all newly purchased firearms, including shotguns and rifles commonly used for hunting purposes.

More specifically, AB 1810 would require the Attorney General of California to permanently keep and maintain a firearms registry that includes extensive personal information of all firearms purchasers. Under AB 1810, those who purchase a firearm will be required to register that firearm by submitting their name, address, place of birth, phone number, occupation, and sex to the California Department of Justice.

AB 1810 is little more than an extreme invasion of personal privacy masked as an important crime fighting tool. At this point, it is unclear whether or not California’s existing handgun registration law is helping to fight crime in any meaningful way. Therefore, it is unnecessary to greatly expand the handgun registration law to include all firearms, particularly given that traditional sporting arms make up less than 10% of all firearms related homicides in California each year.

AB 1810 would not help law enforcement agencies solve crime, but rather unnecessarily invade the privacy of otherwise law abiding hunting and sport shooting enthusiasts. Because the bill’s negative ramifications far outweigh its potential positive benefits, I urge you to oppose AB 1810.

Sincerely,

YOUR NAME
