If you can't get through to the cartels or your Spanish is bad, you might try to contact them through the ATF. I hear they're pretty tight.

The DoD buys stuff like that all the time, and I know India has been stockpiling stuff lately. You can easily find buyers of all kinds of equipment, not just things that go boom.
