Since I have a C&R license ( which pretty much anybody can get ) how come I can not buy old Romanian AK kits direct from the importer or can I?

Well because they don't qualify as curio and relics. 50 years or older or have some significance in history and a complete gun.
The ATF should've sent you a pamphlet with the current C+R list. If not call or go to their site and request one. If you want to list something, you need to contact them and submit an application.
