Measurement for lower rails

What is the dimension for the lower rail? The center support pin locates the rails on Tapco flats, but dont seem to be the correct location for the Romy kits I have. Its been a few years since I have posted here, and didnt realize the site went down. But now I want to get the rest of these kits finished. Glad the site is up and going again.

i just make them parallel to the top rails. never had a problem with them lining up with the romy trunnions, but i always check first.
