Yes as it is a Russian made Saiga rifle at it's core.

There are also Arsenal rifles made in Bulgaria & they have their own section. I'm not sure if Arsenal-USA uses only Saigas or also gets stuff from Bulgaria. On youtube, a user nunthinfancy went to an exhibition featuring Arsenal USA. That might be more informative. Still, since the receiver is legally the firearm and its Russian, putting Arsenal-USA guns in the Russian section makes sense. Most if not all Arsenal-USA guns are Saigas as imported.
