Just how is barrel length measured? From receiver to muzzle, chamber to muzzle, what?

With the bolt closed, ATF drops a rod into the barrel. If the 16 disappears, it is legal per the constitution. If the 16 is visible, it is illegal per ATF.

Seriously, measure using a dowel in the bore with the bolt closed. That is the barrel length. If you have a removable muzzle device it must be removed. A fixed muzzle device counts as barrel length.

How barrel length is measured depends on the type of firearm.

For most rifles, shotguns, and automatic pistols dropping a rod down the barrel with the action closed is correct.
Revolvers are measured from the front face of the cylinder to the muzzle.

Let me add to the info you've already been given... when you measure a barrel add at least 1/8 to 1/4 inch (or even 1/2 inch) so that you have 16 inches PLUS (like 16-1/2).

If you are a whisker short of 16.000 inches the BATFE will come stomp your kittens and burn your house down. Be on the safe side.
