Agents arrest owner of Modesto gun shop

Illegal sales, some assault weapons, cited at east Modesto shop

Federal agents Thursday arrested a Salida man suspected of illegally selling guns, including assault weapons, at his east Modesto gun shop to undercover agents and others posing as Mexican citizens without identification.

Robert John Ronning, 42, was arrested on suspicion of illegal gun sales, including the unlawful transfers of unregistered gun silencers and a machine gun, according to a news release from the U.S. attorney's office in Sacramento.

"Selling guns to unknown individuals, especially those without identification, is a dangerous business," U.S. Attorney Benjamin Wagner said in the news release. "Guns trafficked back to Mexico help fuel the cartels and perpetuate the violence over the border."

Ronning is a federal firearms licensee and owner of Ronning Arms Inc. in the 2000 block of Yosemite Boulevard, west of El Vista Avenue in Modesto.

It was unclear whether Ronning was still in federal custody Thursday night. Attempts to reach his attorney were not successful.

Agents from the Bureau of Alcohol, Tobacco, Firearms and Explosives served a search warrant at the business Thursday. The agents remained at the business until about 4:30 p.m.

By then, the business had been closed, and there were no employees around. Some customers stopped by and were surprised to see the business closed earlier than scheduled.

The probe into Ronning began in February 2009, when the ATF was involved in a drug trafficking investigation. Methamphetamine, machine guns and assault weapons were purchased as part of the investigation.

It appeared that some of the firearms came from Ronning Arms Inc., according to federal prosecutors.

After arrests were made in the drug investigation, an undercover ATF agent and others purchased two gun silencers, seven assault weapons and a machine gun from Ronning at his business, according to the prosecutors.

Ronning faces up to 10 years in prison and a $250,000 fine if convicted of unlawfully possessing or transferring a machine gun. He also faces 10 years in prison if convicted of unlawful transfer, receipt and possession of an unregistered firearm and conspiracy to commit the crime.

The ATF's Organized Crime Drug Enforcement Task Force led the investigation with help from the U.S. Drug Enforcement Administration and the San Joaquin County Metropolitan Task Force.

ATF Special Agent in Charge Stephen Herkins said his agency works with local law enforcement agencies to pursue gun traffickers who get firearms from lawful businesses into the hands of violent criminals.

"In this case, the illegal sales of several high-caliber firearms that were earmarked for the black market were purchased and intercepted by an ATF agent acting in an undercover capacity," Herkins said in the news release. "This is an excellent example of ATF doing what we do best, preventing criminals from possessing guns."

The illegal transfer of silencers and full auto is the real big no no.

Exceptionally bad in this state. Can't really feel sorry for the guy. There is no way he did not know exactly what he was doing.

You can yell "shall not be infringed" all you want, but the fact is, with great power comes great responsibility, and this guy just shirked his responsibility to the public as a licensed FFL BIG time.

If they don’t want these guys to sell guns to the Mexicans, why are they sooo dead set on allowing them to come over here?

It’s just another example of trying to regulate the objects, rather than the people responsible.

Lawyer: Charges of illegal sales 'a huge surprise' to shop owner

A federal judge Friday denied setting a bail amount for a Modesto gun shop owner arrested Thursday on suspicion of selling guns illegally to undercover agents.

Robert John Ronning, 42, of Salida was being held at the Sacramento County Jail on Friday night and he is expected to remain there at least until next week, his defense attorney Adam Stewart said.

He said Ronning appeared in federal court in Sacramento on Friday afternoon. Stewart plans to argue for his client's release on bail again next week.

Ronning, 42, was arrested on suspicion of illegal gun sales, including the unlawful transfers of unregistered gun silencers and a machine gun, according to the U.S. attorney's office in Sacramento.

"These charges are a huge surprise to him," Stewart said. "He's well supportive of local law enforcement."

He asked the public to reserve judgment of his client until the facts can be demonstrated in court. Stewart also said they don't know whether someone else at the business sold the guns to the undercover agents.

Ronning is a federal firearms licensee and owner of Ronning Arms Inc. in the 2000 block of Yosemite Boulevard, just west of El Vista Avenue in east Modesto.

Federal prosecutors said Ronning sold two gun silencers, seven assault weapons and a machine gun to undercover agents and others posing as Mexican citizens without identification at the Yosemite Boulevard business.

On Thursday, agents from the Bureau of Alcohol, Tobacco, Firearms and Explosives served search warrants at the business and Ronning's home, Stewart said.

He said the agents seized legally-registered guns that belong to Ronning and his wife. He declined to say what type of guns were seized.

The agents also took a copy of Ronning's license to sell firearms. Stewart said nothing else was seized in the searches.

He said Ronning's license is still effective, and the gun shop still has the authority to do business. The gun shop, however, remained closed Friday afternoon.

Rob Nielsen, a manager of Barnwood Arms gun shop in Ripon, said he has never heard of a licensed gun dealer in the Modesto area arrested for selling weapons illegally until now.

He said the employees at the Ripon business have never been propositioned to conduct an illegal sale before, so he doesn't understand how this could've happened.

"This just seems so weird to us," Nielsen said. "(Ronning) has always been a straight shooter."

Modesto gun shop owner gets bail

A federal judge Wednesday granted bail for a Modesto gun shop owner arrested last week on suspicion of selling guns illegally to undercover agents.

Robert John Ronning, 42, of Salida was being held at the Sacramento County Jail. His attorney, Adam Stewart, said Ronning was expected to post $100,000 bail by Wednesday night.

Stewart said one of the conditions of his release is Ronning cannot be near guns, so he won't be returning to the gun shop for now.
