There were at least 13 of those critters running down the road. You have to wonder how close to a town they were and what caused them to leave the shelter of the forest.

HDR is right. Food was most likely the key. After the massive forest fires through out central Russia past summer, the woods have less food for them to survive.
There has been an increased number of bear attacks as well. Not long ago I saw 3 reported in one of the cities I used to visit frequently...the attacks actually happened in the city....not too far from its center...
