Immigrant Allowed to Vote

I had heard a rumor that Arcan Cetin, the murderer who recently admitted killing 5 people at the Cascadia Mall had voted in a couple of elections. I was dubious but looked on the Washington Secretary of State website and found that yes, he is a registered voter in Washington and he had voted in election since he turned 18. The interesting thing is, he is not a citizen and a requirement to be a registered voter in Washington is that you have to be a US citizen. I wonder how that happened?
