Near the end, what is the chopper shooting at? He just keeps on hitting it.

Yeah!! Do the Cobra's canon rounds have a delayed explosive for better penetration? You hear the shot, see that they are hitting the ground then a pause then explosions. And this isn't a distance delay of the sound because they directly coincide with each explosion.
It was very cool!! Why don't we open these up upon ISIS?

Yes, around the 8:00 mark the helicopter fire seems to have some delayed explosive effect.
