That was a rogue employee, didn't you see that in the news? If a Russian, or someone loosely associated with Russia, or someone who was said the word "Russia" is caught trying to hack into the US that is the Russian government. If it is DHS caught it is a rogue employee. You should learn to tell the difference between the two.
