What is the best weaver scope mount for the sar 1 / Sar 2?

There's only one real one that I know of, and all that is is a standard AK scope mount with a weaver-style base on it.

The only other option isn't teally a scope mount per se, it's a replacement top cover with a rail down the middle. Not recommended due to its notorious innaccuracy.

Or you could go with an UltiMak mount.

Either the krebs or similar tang to rear sight mount rail or low side-mount.
