Ouch, that's a tough one. You "may" be able to rig something up using some all thread rod and small plates to pull it on as opposed to pressing. I've never tried it but I have a basic idea in mind that "might" work...

When push came to shove, I used a brass pipe larger than the barrel OD, but just large enough to contact the top of the gas block.
Just make absolutely sure the gas block is started straight. If for some reason the gasblock is canted after you get it in place, a brass hammer will convince it to straighten up.
