How do I calibrate netbook battery meter?

I bought a new after market battery for my netbook that I can't seem to charge beyond 68%. I can run the netbook for about 45-50 minutes after the battery indicator says that there is a 0% charge, so I figure the battery meter is not calibrated. The battery has been discharged 100% already, and then recharged for 8-9 hours (I assume that it's fully charged). There is no battery calibration utility in the Bios menu. The OS is Windows XP. Anybody have a solution? Is the battery defective?

Check all of your folders for a utility that does this, or any software that came with your netbook. If there is nothing there look on the manufacture's website for a program that can do this.
