The understanding we would have to talk with the Taliban goes back to the Bush administration and at least 2008....probably earlier. Gen. David Petraeus knew we would have to talk with the Taliban.

By declaring that they aren't the enemy they will be able to justify sending billions in aid to "rebuild" their country when we pull out, you know, sort of like paying the mafia thugs not burn down your business.
It would not surprise me if a "buyout" was in the works...
Money worked very, very well in the first days of the Afghan war. Two CIA guys and suit cases full of dollars (literally) brought in the Northern Alliance and Special Forces did a fine job.
Sadly Dubya Bush felt the need to attack Iraq and the war in Afghanistan was left to simmer......and simmer....and.....
