If built on a virgin or pistol receiver it could easily be a legal pistol, if you do the stamps and add the ability to take a shoulder stock a SBR.
At this point it's nothing but a collection of parts, it can be almost anything you build it as.

I find it odd you have the ability to make a receiver from a flat but didn't know you could legally build a pistol. Now be honest were you sand bagging us with this question and just showing off a b!tch'in pistol kit?
Since you are bending the receiver, just make sure that the rear is sealed with no obvious attempt at adding a rear tang. Also since you are bending it, my 2 cents would be to etch "Pistol" into the receiver. Can't be too safe when dealing with a group that ignores the constitution.
Your kit comes with a nice pistol rear trunnion, it even has what looks like a quick disconnect attachment point. There's really no need to weld up a nice rear trunnion like that, all you need to do is make it so it can't readily accept a shoulder stock...
