I DETEST Bill Clinton but welfare reform was done under Bill and he signed, as in did not veto, the bill.

There's a reason for that: California is one of the few states that send welfare checks for children when their parents are no longer eligible. About three-quarters of California's 1.5 million welfare recipients are children 18 and younger.

Had no idea such a program existed. I'm pretty sure that 6 month old infant will probably have his own checking account and full control of his/her funds........NOT !!!

Soooo the Cal Dims have devised a way to keep control of their welfare recipients even when the adult is no longer qualified.

Must qualify each child individually.
