Neither Reagan nor Dubya (hey ain't that the commie-libs favorite put down of Bush?) had a damned thing to do with it. This is clearly Clinton's baby. I remember at teh time the Republicans said that it would lead to disaster. But the mainstream press poo poo'd their arguments and again hinted it was all due to conservative racism.
