The front 2" of the stock on my Nylon 66 has broken completely off. What is the best cement/glue/epoxy to re-attach?

Welcome Edwardo!
I've got one myself. When they were sold I thought they came with a lifetime warranty on the stock. It's been out of production for 20+ years but a call to Remington might not hurt.
As far as glues go I've had very good results from Gorilla Glue on wood stocks and they seem to have a variety of products.

I personally would drill re-inforcement rod holes in both ends of the broken part and then use some nails or something with the heads cut-off to stiffen the joint - use JB Weld apoxy. If you use the nails, you can drill holes in the stock - insert the nails with the sharp point facing out and then use them as a guide to mark where to drill the end piece so it lines up. You may want to allow some slop in the holes to make it easier to line-up the pieces and just push epoxy into the holes with the nails...
Make sure and use some acetone to completely degrease the bonding surfaces before you apply the apoxy.

This is a nylon stock, not wood. The stock is hollow and the wall thickness would not allow drilling and inserting rods or nails.
Then I would get some flashing - aluminum will work good and cut a piece to apoxy inside of the stock end - to make a reinforcing inside "sleeve" - let it cure in place and then apply some more appoxy and slip the tip over it.

This may be what you need:

Epoxy won't work on nylon.
