"Transferable" means that the gun was registered as a machine gun before 1986. Citizens can only take possession of machine guns registered before 1986. If it was manufactured or registered later, it can only be transferred to those who hold a machine gun manufacturers or sales license, or to a government agency.

There are 3 categories of full auto weapons; 1. Fully transferrable meaning they were put on the registry before May 1986 and were not classed as a dealer sample, 2. Pre May 1986 registered weapons under the category of "Dealer Sample" and 3. Post May 1986 registered weapons as Dealer Samples.
So yes a full auto weapon built after May 1986 is at best a temporary item even if you are a class 3 dealer. As the dealer you can own it only as long as you have a valid license. (Unless it is a Pre May 1986 Dealer Sample). If you decide to retire or stop being a dealer you have to; sell it first before you become non licensed or have to destroy the receiver per BATFE regulations. Pre May 1986 dealer sample full auto's can be owned after loss of license, post May 1986 guns are the ones I just described.
