I call BS. A few years ago they tried to make a simple fission bomb and they failed twice (that we know of).
An H-bomb needs a WORKING fission device to start the reaction, and in general an H-bomb is a LOT more complicated to produce and make work.
It's like N. Korea tried to build a kids snap together model airplane and failed twice, but then claim that they built a real flying Boeing 747.
