Seems like the three strike law doesn't work too well. By the time they get to 20, not only should the bad guy go to jail, but his attorney, and if the judge didn't give enough time, the judge should accompany the drag on society.
Sad thing is, like weeds, send one away, a dozen more pop up. Time for Soylent Green?
