Idiot Joe hates having his name used for a Republican use of the "rule" he created in 1992, allowing a non-vote on a SCOTUS nomination by a lame duck President.
He's doing his best to distance himself from the "Biden Rule" that Repubs are now using.
In 1992, it was to the Dims benefit to implement this "rule," but, now that the repubs are using it, it's not okay.

It has been that way with democrats for quite a while now. If they say or do it, it is ok. If a republican does it, it is illegal, immoral, or just plain wrong.
