They don't. For one, any Administration won't bend to the will of the masses purely because of a petition. You've seen those 'change.org' petitions all over the news, right? "40 million dog lovers want Michael Vic in Jail" etc. It's good for showing how motivated a section of society is, but as a real impetus for change, it's meaningless.

I for one have NEVER seen anything change because of a petition. All those petitions wanting a Hillary recount numbered in the millions, we know how that all turned out.

Pro gun petitions being delivered to various legislatures have done NOTHING in the last 30 years. They just did what they wanted.

It may happen, but it needs someone in a position of power to push it.

Knowing TRUMP, this actually 'may' happen. He seems to be totally fearless when it comes to doing things he thinks is right "the media be damned". I've never seen a politician so bold and willing to be slammed and ridiculed by his enemies, like Trump. They call him reckless, and he does move TOO quickly some times, but his spine is strong (you gotta be to be a businessman). Makes the classic politician's spine look like a spaghetti noodle.
