Only relatively recently they were banned by California. For decades everyone just assumed they were covered under federal destructive devices (like mortars). They were NOT. I knew a guy who was arrested locally for having a WW2 german one and it turns out that it wasn't illegal in the state. He got released when they realized that they were arresting him for something that is NOT illegal (at the time). HIS case, sadly was the one which alerted the legislature to passing a law to ban them, mostly because of the very real risk of wildfires. We have just too many douchebags in California who recklessly set wildfires and as you guys saw recently, those fires can destroy entire towns (the last one wiped out 1800 homes and businesses).
But the law restricts MAN PORTABLE ones. So if you have one that is not considered MAN PORTABLE then you're okay.
Years ago I fired a MK 2 WWII vintage Flame Thrower at Knob Creek during their MG shoot. About 78 lbs. fully loaded, not what you'd call feather weight. It was awesome! But they do carry a fair degree of risk . . . even to the operator.
