    The contract is for "up to" 120 million rounds for "up to" 5 years. The actual amount of ammo provided may be no where close to 120 million rounds.

    IIRC that was for .40 S&W. If they are switching to 9mm they have to restock ammo. They'll probably scrap anything left over.

    You are probably right, which is unfortunate (not that you are right, but that you are right, if that makes sense!). To scrap the ammo means the money was wasted. They should sell the ammo as surplus and get some of the expenditure back.
