It is a mistake to view the actions of Asian countries using Western logic. The military exercises in question may be causing a serious loss of face to Kim Jong Un. It is possible he may want peace and people in his government do not want peace much as our deep state and neocons don't want peace. I don't see what harm it would cause to suspend the exercises in question as a sign of good faith.
Watch us get into a scrap with NK, China, and Russia and Iran (and probably Turkey) all at the same time while Europe sits it out

This is just Kim Jun Un showing that he is ready to leave the table, just like Trump said he is. Negotiations are a game of chicken, who will blink first. In this case, though, I don't think NK has much leverage. We already have a lousy deal with them, one could say it was nonexistent. So there is no downside for the US to walk away. There is plenty of downside, though, for NK to walk away.
