It seems the rule of law no longer exists. The constitution specifies only Congress can make laws. But it comes down to what the definition of "is" is. If using lawyer-eze, then a regulation, although carries the weight of law, isn't a "law", it's a "regulation". It seems that is how ATF continues to infringe on our rights with no repercussion. The IRS makes tax regulations. EPA regulations. Fill in your favorite alphabet soup agency, all seem to be endowed by their creator (congress) with the ability to shove regulations down our throats that carry the weight of law but by definition don't violate the constitution because they are regulations.
So clinton got it right, it comes down to what the definition of "is" is.
As long as the regulation fits "inside" the law, I guess they can regulate almost anything, as still be constitutional.
I don't agree with that, but they are allowed to get away with it.
