    I'm curious how this goes with the courts. Is every member of the NRA a terrorist by extension? It is the country's oldest civil rights organization.

    Yep, London Breed KNEW that the board of Supervisors were insane. Finally she had to address the issue, particularly since what they were doing was illegal and a violation of people's rights (not 2nd but particularly violating the rights of people and businesses to do business with any LEGAL entity that they want). They would have LOST in court. Everyone in SF (who was not a moonbat) KNEW that it would not stand up to any sort of legal challenge.
