Necessary? No, not in my opinion. Take .38 Special for example. A hit in a vital area with a target load 148gr HBWC is better than a miss with anything else. Marksmanship is priority one. Now once you have marksmanship down pat then adding a +P load isn’t going to hurt, just make sure you practice with it.
I’ve watched quit a few videos were different loads are fired over a variety of chronographs and I’ve seen more than a few +P loads that were matched in velocity by standard loads, often a lot less expensive loads to boot. I’m also of the opinion that the standard loads from days past were a lot hotter than standard loads from today. Some of that difference could be attributed to the way in which velocities and pressures are measured but I think some of it is fear of liability which has caused some ammo makers to down load their ammo.
