    I'd be careful with that one because if the lower isn't then what is, the upper? We could find ourselves in a situation where we ruin the modularity of the AR platform and have to retroactively serialize our uppers.

    We could go with the fact that no specific part of a firearm is a firearm itself and to quit regulating them as if they are.
