    As long as it doesn't actually change the state that the spouse is a resident of I think that is alright. For example, California is horrendous when it comes to taxing people who were residents of the state but left, especially when it comes to retirement. If this bill treats the spouse as a resident without incurring the confiscatory taxation policies, it is alright. If not, it is just a fund raising ploy by California and other like minded states and needs to be voted down.
