Biden sends U.S. oil reserves overseas after slamming brakes on domestic production
The administration has shut down a refinery, closed about half of the National Petroleum Reserve–Alaska, and canceled oil and gas lease sales.
Last month, more than 5 million barrels of oil were released from the SPR and sent to countries in Europe and Asia, including the Netherlands, Italy, India, and China.
About one million barrels a day are being released from the SPR, which is to continue through October. Last month, the SPR fell to its lowest level since 1986.
Biden said that releasing the reserves would help stem the rising cost of gas. The average national price of a gallon of regular gasoline surpassed $5 a gallon for the first time in June.

The high yield of 2.96% was down from June's 3.03%, the first drop since Nov 2021; even so with the lack of concession due to the sharp drop in yields for the past two days, the auction priced with a 2bps tail to the 2.940% when issued, the fifth consecutive tail for a 10Y auction and the 8th in the past 9.
The ugliness continued below the surface, with the Bid to Cover of 2.34 sliding below last month's 2.41 and the lowest since Oct 2020; obviously it was well below the 2.50 six-auction average.

In just the past two months, however, there have been three major attacks — in Buffalo, N.Y., Uvalde, Texas, and Highland Park, Ill. — in which the accused shooters were men between the ages of 18 and 21. In Parkland, Fla., the attacker was 19. In Santa Fe, Texas, he was 17. In El Paso, he was 21.
These recent shooters also tend to share some other characteristics, other than the AR-style rifles that are used in nearly every attack. They are often described as disconnected from those around them and frequently spend a lot of their time in online spaces populated by similarly disassociated youth. In some cases, as in Buffalo and El Paso, the shooters were allegedly motivated by extreme racist views that echoed or directly cited the writings of previous mass murderers. In others, like Uvalde, the killers appear to hold a more generalized anger about their place in the world.

Russia ex-president invokes nuclear war if Moscow punished by ICC
MOSCOW — Former Russian president Dmitry Medvedev invoked Wednesday the possibility of nuclear war if the International Criminal Court (ICC) moves to punish Moscow for alleged crimes in Ukraine.
“The idea to punish a country that has the largest nuclear arsenal is absurd in and of itself,” Medvedev, a close ally of President Vladimir Putin, said on messaging app Telegram.
“And potentially creates a threat to the existence of mankind.”

The euro and the US dollar are at parity for the first time in 20 years
For the first time in 20 years, the exchange rate between the euro (EUU) and the US dollar has reached parity -- meaning the two currencies are worth the same.
The euro hit $1 on Tuesday, down about 12% since the start of the year. Fears of recession on the continent abound, stoked by high inflation and energy supply uncertainty caused by Russia's invasion of Ukraine.
The European Union, which received roughly 40% of its gas through Russian pipelines before the war, is attempting to reduce its dependence on Russian oil and gas. At the same, Russia has throttled back gas supplies to some EU countries and recently cut the flow in the Nord Stream pipeline to Germany by 60%.
Now that critical piece of gas import infrastructure in Europe, has been shut down for scheduled maintenance due to last 10 days. German officials fear that it may not be turned on again.
