The recommendations include several proposals meant to address "housing segregation" and "unjust property takings" that contributed to alleged systemic racism against Black Californians. Among the most controversial of the housing proposals is one that would seemingly hand over control of local land use decisions to a state agency that would approve ordinances based on whether they maintain or decrease segregation.
"Residential zoning ordinances have been used for decades in California to prevent African Americans from moving into neighborhoods, thereby maintaining residential segregation," the reparations committee writes in the final report outlining its proposals. There are several ways to define the black share of the population. The broadest (including multiracials and black Hispanics) gives the 2020 Census black share as 14.2 percent. Hence, that still means the other 85.8 percent of the population accounted for only 39.6 percent of known homicide offenders.
The math therefore says that African Americans murder at a rate 9.2 times that of America’s nonblacks.
Unfortunately, the FBI statistics are pretty worthless at drilling down to anything less expansive than “nonblack.” The FBI unhelpfully lumps Asians and American Indians, two groups with extremely different behavior patterns, into the “Other” category. And the FBI data is woozy because many police departments still don’t break Hispanics out from “Caucasians” in their statistics.

Threats of violence against the LGBTQIA+ community are on the rise and intensifying, according to a new briefing by the Department of Homeland Security.
The DHS document, distributed to government and law enforcement agencies on May 11, said that domestic violence extremists and people who commit hate crimes have increased threats of violence against the LGBTQIA+ community within the last year.
“These issues include actions linked to drag-themed events, gender-affirming care, and LGBTQIA+ curricula in schools," DHS said.

Migrants from China make a landing in Sunny Isles Beach, feds say
U.S. Border Patrol agents took 10 people into custody they say were among a group of migrants who came ashore in Sunny Isles Beach Monday morning.
The people were caught around 11:30 a.m. in what the Border Patrol called in a statement released on Twitter, “a suspected maritime smuggling event.”
According to Miami Herald news partner CBS News Miami, the location of the encounter was at the beach at around 167th Street, north of Haulover.
The Border Patrol didn’t release anymore details about the incident on Monday. The agency did not immediately respond to questions from the Miami Herald.
CBS News Miami, citing police, reported the migrants were part of a larger group of about 15 people dropped off in the surf.

The Patriot is the Western world’s premier ground-based long range air defence system, and has been widely fielded not only by NATO members the United States, Germany, Greece, the Netherlands, Poland, Romania and Spain, but also by key East Asian security partners including Japan, South Korea and Taiwan. Senators issued satellite phones, offered demonstrations on upgraded security devices
In testimony before the Senate Appropriations Committee last month, Senate Sergeant at Arms Karen Gibson said satellite communication is being deployed "to ensure a redundant and secure means of communication during a disruptive event."
Gibson said the phones are a security backstop in the case of an emergency that "takes out communications" in part of America. Federal funding will pay for the satellite airtime needed to utilize the phone devices.
A Department of Homeland Security advisory said satellite phones are a tool for responding to and coordinating government services in the case of a "man-made" or natural disaster that wipes out communication.

The number is jaw-dropping.
In the fiscal year for the U.S. government that ended in November 2021, the FBI conducted more than 278,000 warrantless searches on U.S. citizens.
The information was unsealed in a FISA court ruling this past week.
So on average, during just that one year, the FBI was carrying out as many as 762 warrantless searches per day. That's 32 improper searches per hour. That breaks down to a new warrantless search every 2 minutes.
These numbers do not include proper searches that used warrants and carried out the usual function of the bureau.
It also does not include the 3,400,000 times the FBI searched citizens' data without warrants. That's 9,315 per day, 388 per hour, and 6.5 per minute.

Illinois Senate President Don Harmon, a Democrat, introduced legislation that would rewrite the rules on where Illinois residents can file lawsuits challenging the constitutionality of state laws.
The Cook County Record reports, “To this point, Illinoisans who believe Illinois lawmakers or other officials have passed laws or taken actions that violate the state constitution or their constitutional rights have been authorized to file such challenges in any court in any of the state’s 25 judicial circuits, covering the state’s 102 counties. Such courts are known as courts of general jurisdiction, meaning they are authorized to consider legal disputes involving any subjects not specifically reserved for the Illinois Supreme Court.”
But House Bill 3062 would change that. Under the new Bill, 23 of the circuit courts currently being utilized would no longer be allowed. Lawsuits could only be brought in Cook County, where Chicago is, or Sangamon County, where the state capital of Springfield sits.

Carbon-credit Scammer Steps Down Amid Claims That Credits Are Worthless
The CEO of one of the world’s foremost certifiers of so-called carbon credits announced that he will step down. David Antonioli, CEO of the climate-action nonprofit known as Verra announced that he will be leaving his position at the organization in June, although he plans to stay on in a reduced, senior-advisory role.
Antonioli will be replaced by the organization’s current president, Judith Simon. The announcement comes after a recent investigation into the group found that approximately 90 percent of its so-called carbon credits are, essentially, worthless and have no measurable impact on carbon reductions.

U.S. plans to admit nearly 40,000 asylum-seekers per month through app
Starting in June, officials will allow more migrants waiting in Mexico to secure an appointment to enter the U.S. through a government phone app known as CBP One, which the Biden administration has transformed into the main gateway to the American asylum system.
U.S. border officials are preparing to distribute 1,250 appointments each day — or roughly 38,750 each month — to migrants in Mexico so they can present themselves at ports of entry for an opportunity to be allowed inside the country to request asylum, DHS officials said.
