    No. The justification for continual re-examination (or 'monitoring', 'vigilance', or whatever you want to call it) is not dependent on a problem having been detected.     Examination itself doesn't mean action or intervention is automatically necessary or desirable.

    Endemic was your choice of words and all I did was post the definition.

    So how was I painting you as anything other than providing a definition? Are you implying the definition is incorrect? Should I apologize for quoting a dictionary?
