You can do this with a kit from Brownells if you don't find anybody - though, a stripped AK is kinda big and needs a large tank for the parking...

Needs to be done in a stainless or porcealin tank as well otherwise the park will plate the steel tank and not the weapon so much. Don't know of anybody in VA or really anywhere else at the moment. Try a search engine for Parkerizing, VA.
I found a few gunsmiths that will do it but was just looking for somebody here that would be interested in taking on the job and, maybe, teaching me a thing or two about it.
